Do you feel that a submissive can be too Dominant, or do you think that some Dominants are just not Dominant enough?

The term submissive, which typically means to submit to others, has numerous synonyms which include: amenable, biddable, compliant, conformable, docile, obedient, and tractable; and the direct antithesis of these words can spell huge problems for certain individuals, especially a Dominant in our chosen lifestyle.

There are certain individuals who are submissive, however, they desire their strength to be matched, and then some, I suspect they do not want to feel like they're surrendering to an individual they could actually dominate

Subs can be headstrong and have problems respecting Dominants who they feel they could control, however, it is those certain individuals that can make them feel submissive with their presence will gain respect and a natural inclination towards desiring to submit to those individuals.
